MEPC 77 Update

Efforts to support implementation of the Ballast Water Management (BWM) Convention will continue at the IMO in 2022. For the first time since the pandemic and IMO meetings being held remotely, a virtual Ballast Water Review Group (BWRG) was established during the Marine Environment Protection Committee (MEPC) 77 session. Key topics, including needed guidance for ship operators when a vessel encounters a port with challenging water quality that overwhelms its ballast water management system (BWMS), were discussed at MEPC 77. However, due to time constraints and the complexity of the various aspects that need to be considered to develop useful guidance for all stakeholders, this topic will be further considered at MEPC 78, tentatively scheduled for 6 – 10 June 2022. The IMO has invited submissions from Member States and other international organizations to support development of this guidance at MEPC 78.

During MEPC 77, the Committee also approved a unified interpretation relating to the date when the IMO’s Commissioning Testing becomes mandatory. As outlined in IMO Resolution MEPC.325(75) (amendments to BWM Convention Regulation E.1), commissioning testing requirements will enter into force on 1 June 2022. Some Flag states are currently implementing this requirement, and Ecochlor suggests that owners check their Flag requirements early in the BWMS installation process.
